If God made the world and everything in it...?

If God made the world and everything in it why did he create a dissenting angel with free will to become more powerful than him? If Satan is so much more powerful than God that he has the power to control man and make us do bad things, and control the world and cause tsunamis, earthquakes, famines, etc... And to the degree that God can't stop him/it happening - then why would God create such an enemy of man. If God is more powerful, then why doesn't he stop Satan? God wouldn't man to suffer. Would he?
