Does this really qualify someone to be a racist?

I know this racist pos. He has a Bachelors Degree and Asian studies and culture, he has traveled to Asia a few times and is writing a book about Asian history. He also insists that forging closer economic ties to Asia will destroy the Australian way of life and is out spoken about Asian immigration and proposes banning the outsourcing of jobs to Asia. Should this man be listened to or thrown in jail for being a crazy, dissenting, racist thug?
